Resigned in protest
Jax Tham played an opponent who did not keep proper scores.
Jax noticed that his opponent was just scribbling his moves after around move 25. The arbiter was called but no action taken. In protest Jax resigned his game.

actually, jax is calling the chief arbiter not GACC guys when he made the complaint and i THINK, the chief arbiter is a IA.
There is an action taken on jax’s oppenent. The chief arbiter deduce two minutes from the oppenent’s clock.
To be honest, Fide Laws of Chess did not mention about what type of punishment to be taken on this matter. So, in my opinion, the desicion is correct. Jax should complaint earlier and not after 10+ moves.
If after the complaint, the opponent did it again, a second action/warning will be given to him. And if he did it for the third time, he may lost the game due to the rule of the player refuse to obey the laws but not due to not recording.

Who was the arbiter? How can it be that no action was taken?
