I am from Melbourne Australia and will be in Kuala Lumpur during September 2009 (on my way to Cambodia). I just wondered if there were any chess competitions happening during that time that would be open to overseas players of about 1800 rating?

There MIGHT be the Malaysian Open 2009 at that time. However no confirmation about that yet.
There is also a big team event known as the Merdeka Team Championship which is either end of August or beginning of September.
Please check here a month or two before September to find out which tournaments are on during that time.
