It is not so much about how many points eg LYW's national rating is compared to Fide's. It is about how many national rating points he is above eg Ismail Ahmad, an unbelievable 408!!!!! With that difference LYW is expected...
I've heard Tse Pin say before that the National rating list is 200-300 points below the actual ELO rating....
